Is parging the same as waterproofing?
No. Parging is a cement-based coating applied to concrete or masonry walls. Depending on the product, it may improve water resistance or provide damp-proofing, but it should not automatically be treated as a complete basement waterproofing system.

Does parging insulate a basement?
Parging is not insulation. A continuous parged surface may contribute to air control in certain masonry wall assemblies, but it does not provide the thermal resistance of a properly designed basement insulation system.
